In this illustration I first removed the background using various tools including the background eraser, the eraser and using the add and subtract selection tool in order to get a good edging on the flower. I zoomed the image close to 1000%.
Then, I made the flower a separate layer and used the Photo Enhancement effects to lighten and sharpen the Photo.
I then created a different background as a layer below the flower and then used the Paint brush effect to get an oil-like background.
On the flower layer I used the Lights effect on the lower left corner to highlight the left and lower of the flower.
