In this illustration I first removed the background using various tools including the background eraser, the eraser and using the add and subtract selection tool in order to get a good edging on the flower. I zoomed the image close to 1000%.
Then, I made the flower a separate layer and used a number of different Photo Enhancement effects to lighten and soften the Photo while also maintaining its sharpness.
On a background used in the previous photo, I then used a mask on a white layer above the background layer. I left the flower as the top layer to get iot to look as if it where well in front of the frame I created.
