How I did it...

• PSP Version 7
• Saved as psp image, promoted bg to a layer then duplicated a layer
• Layer 1 just used 88% opacity and Dissolve
• Layer 2-duplicated, then chose Brush Strokes with the following settings: length 11, Density 24, bristles 51, width 10, opacity 50 softness 25, lighting angel 5, color ff0000 [red]. Then I used 100% opacity hand hard light
• Duplicated layer 1 again and used Mosaic Glass, colum set to 25, rows to 25, curvature to 50, edge curvature to 5, grout width to 20 and opacity to 32. Then I used 77% opacity overall and Difference
• Layer 4 was a Sepia effect set to 10, then I used 93% Opacity and softlight
• Then I looked at everything and began adjusting the opacities on each layer and settled on 28% on layer1, 37% on layer2, 13% on layer 3 and 98% on layer 4
• Exported as a jpg with 25% compression.

I originally thought I go with brush strokes and completely alter the image. I want to forget the scene. While working with the image I found I couldn't do that. The only trouble with this image is the memories of the day and then weeks and months of after-effects. The project took me about an hour.
