How I did it...

• Using PSP8.1
• Took picture, promoted it to layer, and duplicated it as new layer
• Effects > Texture effects > Emboss
• Changed layer blend mode to overlay
• Merged visable
• Applied Effects > Art media effects > Brush strokes
• Settings on brush: >Softness = 0, Brush bristles = 161, width = 1, Opacity = 3, Angle = 180, Length = 2, Density = 100, Color= 192,192,192 (RGB)
• Total time10 min.

(I have now saved brush settings and it would not take me that long to do it again.) Difficulty was in deciding exact settings for brush. Some trial and error. Started with heavy texture preset because I didn't like their oil preset.
