How I did it...

Using PSP v8

• Copied original photo, made grey-scale, increased to 16 mil
• Used 1 step photo fixer to lighten
• Smoothed out creases in background
• Using lighten/darken tool continued to lighten shadows
• Reshaped eyes, mouth, teeth, hair
• Took out more shadow under lips and eyes
• Used Paint Machine to create water color impression
• Added a slight texture over all
• Added 5% noise
• Matted and framed
• About 2 hours work
