This is what I did :-
I started by applying psp's one step photo fix.
Next I duplicated the layer and hid the duplicate while I worked on the background layer.
I tried out a few of PSP's User Defined Effects and decided I liked the effect given by the Emboss preset, so I applied that.
Then I made the copy of background layer active again and changed the layer blend mode to 'Lighten', which I thought gave an interesting waxy look to the flowers.
I wanted to give the image a frame like melting wax, so I merged the layers together, and used a mask giving an uneven edge to the image. I then Merged all, selected the white border and applied an inner bevel, changing the bevel colour to a shade of pink from the picture.
I added a border and selected it with the wand and repeated the inner bevel. Some of the previous border was selected at the same time, which gave a good melting wax effect to the frame. To finish I added a darker border.
