We used Greg's Factory Output Vol.II for this tutorial.
You can also download Greg's Factory Output Vol.I if you like.

Create a new image in 16.7 million colors, Background color white.
|

Click on the Text Tool (the icon with an A on it), place the cursor in your new image and left click and pick your font and size.

(Here we used a thick font called Impact). Make sure Antialiased and Floating are checked.

Click on Effects || 3D Effects || Cutout.
The settings here should be:
Fill Interior With Color = uncheck this box
Shadow Color = Black
Opacity = 255
Blur = 36
Vertical = 3
Horizontal = 3
Click OK to apply.

You should have something that looks like the following example.

NOTE: DO NOT Deselect the text yet!

Create a custom color for the foreground color: RGB settings
Red=141
Green=245
Blue=188
|
 |
Click on Effects || Artistic Effects || Hot Wax Coating and apply.
Now you have a green font. |

Click on Effects || Plugin Filters || Gregs Factory Output Vol II || PoolShadow.
|

You can play with the settings until you get the effect you want here. Click OK to apply the filter to your text. NOTE: DO NOT Deselect the text yet!

Click on Effects || Plugin Filters || Gregs Factory Output Vol II || Colorize.
Set the Blue to 106 and leave the other settings as they are. Click OK to apply.

Deselect the image now. If you plan on giving it a dropshadow or perspective shadow leave it selected.
